Prohibition Against Discrimination, Harassment, and Bullying

The Johnston County Board of Education and Johnston County Public Schools acknowledge the dignity and worth of all students and employees and strive to create a safe, orderly, caring, and inviting school environment to facilitate student learning and achievement. The Board prohibits all forms of unlawful discrimination. For purposes of this policy, discrimination means any act or failure to act that unreasonably and unfavorably differentiates treatment of others based solely on their membership in a socially distinct group or category, such as race, ethnicity, sex, sexual orientation, pregnancy, religion, age, or disability. Any form of unlawful discrimination, harassment, or bullying in any educational or employment activities or programs is against Board policy.

To promote a safe, orderly, caring, and inviting working and learning environment, the Board has adopted the following policies:

Any person who believes he or she has been discriminated against, harassed, or bullied by any student, employee, or other person under the supervision and control of Johnston County Public Schools is encouraged to contact one of Johnston County Public Schools’ administrators by one or more of the following methods:

Employees are required to report any actual or suspected violations of these policies. Students, parents, volunteers, visitors, or others are also strongly encouraged to report any actual or suspected incidents of discrimination, harassment, or bullying. All reports should be made in accordance with policy 1720/4030/7235, Discrimination, Harassment, and Bullying Complaint Procedure, and reported to one of the school officials identified in that policy. Reports may be made anonymously, and all reports shall be investigated in accordance with that policy. 

The Board also prohibits retaliation against any person who has exercised any rights made available through state or federal law or board policies, including making reports of such violations made in accordance with policy 1760/7280, Prohibition Against Retaliation.

Title IX Sexual Harassment

Johnston County Public Schools does not tolerate discrimination on the basis of sex in its education programs or activities in accordance with Title IX of the Education Amendments Act of 1972 and its implementing regulations. This requirement extends to admission and employment. JCPS takes seriously all reports and formal complaints of Title IX sexual harassment. 

Reports of sexual harassment or alleged sexual harassment may be made by anyone, at any time, by any means, to the District’s Title IX Coordinator. Any employee of Johnston County Public Schools who has actual knowledge of sexual harassment or allegations of sexual harassment occuring in the education program or activity of the school system must immediately report that information to the Title IX Coordinator.

A person may submit a JCPS Title IX Report Form (ENG)/Formulario de informe del Título IX (ESP) to the Title IX and Auxiliary Administrator through any of the aforementioned forms of communication. 

Johnston County Public Schools’ Title IX Coordinator, investigators, decision makers, and individuals who facilitate the informal resolution process have received all required training. As required by Title IX and its implementing regulations, and in an effort to inform our stakeholders about the training and programs designed to help eliminate unlawful sexual harassment in our District, all training materials are available here:
