Student Services supports academic success by addressing the behavioral, social, emotional, health, and safety needs of all students. The department is organized to assist students in developing self-awareness, self-direction, independence, and positive outcomes. The staff members serve as advocates, coordinators, consultants, advisers, and liaisons between school, home, and the community.
Student Services identifies strategies which maximize student learning and minimize conditions which interfere with learning by providing support and connecting students to resources that will help them become successful members of the community. The goals for Student Services include:
- To improve academic achievement for all students.
- To maintain a safe and orderly environment.
- To use resources effectively and efficiently.
- To integrate advanced technology into all aspects of communication.
- To provide high quality professional development
JCPS students are successful, empowered, resilient, and have equitable access to free appropriate public education (FAPE). We accomplish this through school and community collaboration for the mental, physical, academic, career, social, and emotional wellbeing of ALL students.
Student Services team members collaborate, advocate, and build relationships with all school, community, and family stakeholders to decrease barriers and increase support for students’ equitable access to mental, physical, academic, career, social, and emotional growth.

Dr. Amanda H. Allen
Executive Director of Student Services
Education: Ph.D. in Counseling & Counselor Education, North Carolina State University; Master of Education in Counselor Education, North Carolina State University; Bachelor of Science in Elementary Education, North Carolina State University; National Board Certified Teacher in School Counseling (NBCT-SC); National Certified Counselor (NCC)
My Role: Working with the Social and Emotional Learning supports for our district allows me to work closely with a myriad of student support staff members such as School Counselors, School Social Workers, School Nurses, Student Advocates, and Driver's Education Instructors. I have the opportunity to consult with schools on best practices pertaining to social and emotional learning and school mental health. Another vital part of my position is staying connected with the Johnston County community. I am able to do this through partnerships with local physical and mental health focused agencies, as well as education focused business partnerships. Some other areas of support I am able to provide includes, but is not limited to: Section 504 Plans, Medical/Regular Education Homebound, Student Enrollment, Student Homelessness or McKinney Vento Act, and School Health Advisory Council (SHAC).
My Why: Everyone deserves a safe, supportive space in which they can grow into the best versions of themselves.
Amelia "Beth" Hockaday
School Health Coordinator
Education: Bachelor of Science in Nursing and National Certification as a School Health Nurse.
My Role: To share and give students and families the knowledge and resources they need to find and pursue their passions for their future and provide a safe and supportive atmosphere in which to do it.
My Why: To help children, our future, succeed and be happy so they can have purpose and hope for a bright tomorrow.
School Social Work Services Coordinator
My Role: Oversee School Social Workers and provide guidance and support in their day-to-day activities. Support the Executive Director of Social and Emotional Learning in aspects related to enrollment concerns, homeless students and students in foster care. Coordinate the Truancy Intervention Partnership and the Dropout Reporting process.
Driver Education Coordinator
Education: Associate of Applied Science in Electronics Engineering/ Wayne Community College • Career & Technical Education Lateral Entry License/ Johnston Community College, Barton College, Isothermal Community College, St. Augustines • Driver Education Certificate/ NCDMV School Bus and Traffic Safety • Certified Electronic Technician Associate/ Electronics Technicians Association International • ETA-i Certification Administrator/ Electronics Technicians Association International • Solar Photovoltaic Installation Instructor Certification/ Marcraft • Energy Auditing Instructor Certification/ Marcraft • A+ Certification/ CompTIA
My Role: I am the Drivers Ed Coordinator for the county, which means that I support Driver Education day-to-day operation, instructors, and provide a link between the Lead Teachers at the High Schools and our Student Services personnel. I also teach Electronics and Green Technology (Solar Power, Wind Power & Energy Auditing) at North Johnston High School.
My Why: Working with the students. Whether it's in the classroom learning to troubleshoot a circuit or in a car learning to execute a 3-point turn, it is always rewarding to me when the student suddenly realizes that they know how to DO, not just how to TELL someone how to do.
